The .ani file is an animated cursor. Assign it to Normal Select instead of the .cur if you want the twinkle animation on the desktop.

Download the files, keep them somewhere permanent, e.g. C:\Users\you\Cursors\
Settings → Bluetooth & devices → Mouse → Additional mouse settings → Pointers tab
galaxy_idle.cur (or the .ani) → Normal Select
galaxy_click.cur → Link Select (shown over clickable elements)
Click Save As so the assignment is stored
